The following borderline cases are considered naked:

• If a girl is wearing nothing besides socks, thighhighs, gloves, or shoes.
• If a girl is naked but is also wearing a coat or cape around her shoulders.

In the case that a girl is only wearing a garter belt and thighhighs, tag the image with nopan and topless instead of naked.
